Отрицательная форма вопроса
1) Образование отрицательной формы вопроса.
В отрицательной форме общий вопрос образуется по-разному для полного и сокращенного отрицания
а) полная форма: v aux + subj + not + bare infinitive ...
В начале предложения стоит вспомогательный глагол (Auxiliary verbs), be или have (так же, как и при образовании утвердительной формы общего вопроса, см. Yes-No question). После глагола идет подлежащее, за ним следует отрицательная частица not и основной глагол:

Have you not seen the doctor yet? — Ты что, не ходил еще к врачу?

Is she not coming? — Она разве не идет?

б) сокращенная форма: v aux neg + subj + bare infinitive ...
Сокращенная отрицательная форма вопроса имеет такой же порядок слов, как и утвердительная, но вспомогательный глагол (или be или have) употребляется в стяженной отрицательной форме (см. Verb: negative form).

Can't you wait a moment? — Ты что, не можешь подождать минутку?

Aren't you going to the party tonight? — Разве ты не идешь сегодня вечером в гости?

в) отрицательная форма специального вопроса образуется так же, только в начале предложения стоит вопросительное слово (см. Wh - question).

Why don't you leave the poor dog alone? — Почему ты не оставишь в покое бедную собаку?

2) Употребление отрицательной формы вопроса.
а) Вопрос с отрицанием задается, если подразумевается очевидным утвердительный ответ.

Don't you remember that I said I'd never see you again? — Разве ты не помнишь, как я сказал, что больше не хочу тебя видеть?

б) Полная форма отрицательного вопроса употребляется в официальной речи или для выражения подчеркнутого недовольства, сарказма и т.д.

Have I not asked you again and again to close the door behind you? — Разве я не просил тебя много раз закрывать за собой дверь?

в) отрицательная форма вопроса в английском языке, в отличие от русского, не имеет значения вежливой просьбы или предложения.

Не хотите ли чаю? — Would you like some tea? (но не Wouldn't you like ... или Don't you want ...)

3) Ответы на вопрос с отрицанием.
В английском языке ответ "no" ( "нет") соответствует отрицательному предложению, а ответ "yes" ("да") - утвердительному, независимо от того, в отрицательной или утвердительной форме был задан вопрос:

Didn't the postman come in the afternoon? - Yes, he did. — Почтальон днем не приходил? - Приходил.

Didn't he bring anything for me? — No, he didn't. — Он ничего мне не принес? - Нет, не принес.
